Rosaura Building Corp. (" Rosaura" ) brought this § 1983 claim based on an alleged deprivation of its First Amendment constitutional rights by the Municipality of Mayagüez, Puerto Rico, and its mayor, the Honorable
José G. Rodríguez (" Rodríguez" or the " Mayor" ), after Rodríguez denied the corporation a government contract. Rosaura fails to allege what protected activity -- if any -- it exercised and was a substantial motivating factor in bringing about the Mayor's purported retaliation, essential elements of its cause of action, and thus we affirm the summary judgment granted in favor of the Defendants.
